From marketing using AI-driven content generation to HR leveraging algorithms for recruiting, and from customer service chatbots to data analytics in finance, AI is permeating all functions. In short, AI today impacts people and processes company-wide, not just the IT department. Because of this broad reach, the question of “who owns AI” in a company has become both critical and complex.

Why It Matters Who Owns AI

Without clear ownership or oversight, AI adoption can become chaotic. Different teams might roll out overlapping AI projects, causing inefficiency and confusion about which tools are “right” for the business. Worse, employees may start using AI tools on their own (so-called “shadow AI”), which can expose sensitive data to unvetted platforms. In fact, a recent study found 74% of ChatGPT use at work happens via non-corporate accounts – meaning most employees are using it without IT’s knowledge. This kind of uncoordinated usage creates serious security and compliance risks.

Lack of a defined AI owner also means no one is accountable if AI initiatives go awry – whether it’s biased outcomes, regulatory violations, or simply failed projects. It’s telling that an estimated 74% of enterprise AI initiatives fail to scale beyond pilots. One big reason is the absence of strong leadership and strategy: without someone (or some group) guiding AI efforts, projects stall or never reach company-wide adoption. Clearly, determining “who owns AI” is about ensuring AI projects have the direction, resources, and governance to succeed.

Traditional Views vs. Modern Reality

Early approaches to enterprise AI tended to assign ownership based on who used the technology. For example, one viewpoint suggests marketing should “own” generative AI tools (like content-creating chatbots) while IT should “own” AI that’s integrated into core systems. This logic sees marketing as the steward of messaging/content AI and IT as responsible for back-end, data-integrated AI. While such a division acknowledges important stakeholders, it’s an oversimplification in today’s context.

Modern reality shows that AI use cases span far beyond marketing and IT. What about AI that screens résumés in HR, or AI in operations to optimize supply chains? If each use case lives in a different department, treating AI as solely one team’s responsibility doesn’t work. In fact, experts now caution that AI responsibility “doesn’t belong to IT alone” – nearly every business function has a stake. If AI is siloed in one department, organizations risk missed opportunities (because other teams lack support) or dangerous blind spots (if technical teams deploy AI without understanding human impacts like bias or employee acceptance).

The more effective view is that AI is a shared resource and competitive differentiator for the whole company. Thus, ownership can’t be one-dimensional. It requires a collaborative approach that brings together technical and business perspectives.

Shared Responsibility and AI Governance

Instead of handing AI off to a single department, leading organizations are instituting AI governance frameworks that involve stakeholders from across the enterprise. An AI governance framework is essentially a structure of policies, processes, and roles that ensure AI is used responsibly and effectively. This means defining who does what when it comes to AI:

  • Cross-functional involvement: A strong framework pulls in team members from IT, data analytics, compliance/legal, HR, communications, and front-line business units. Each offers a different lens – IT manages technical integration and security, legal oversees regulations and ethics, HR monitors people impacts and training, and business leaders align AI projects with strategic goals.
  • Clear role distribution: Every organization should ask and answer key questions: Who decides where to apply AI for maximum value? Who checks AI outcomes for fairness or bias? Who ensures AI systems comply with laws and company policies? And if an AI system makes a mistake, who intervenes to fix it? These responsibilities can be assigned to specific roles or committees, so nothing falls through the cracks.
  • Shared ownership mindset: Fundamentally, AI governance is about shared ownership. Rather than “AI belongs to department X,” the mindset is “AI success belongs to all of us, with each function playing its part.” This shared approach not only distributes the workload of oversight, but also builds broader buy-in. Employees are more likely to trust and adopt AI if they know it’s being overseen jointly by technical experts, ethics officers, and business leaders, not developed in isolation.

One popular mechanism to operationalize this shared responsibility is the formation of an AI committee or council.

A diverse group of leaders can bring different perspectives to your company’s AI usage and vision. Many companies designate an AI committee (sometimes called an AI council, center of excellence, or advisory board) to guide the vision, strategy, and oversight of AI initiatives. Such a committee typically:

  • Brings diverse expertise: It includes stakeholders from IT, data science, security, legal, finance, HR, and business units, ensuring all perspectives are represented. For example, having HR involved means someone is thinking about workforce implications and employee training needs, not just technology. Involving legal/compliance ensures someone monitors evolving regulations and ethical risks. Business unit reps keep the efforts aligned with actual operational needs.
  • Coordinates AI efforts: The committee surveys how AI is being used across the organization and creates a centralized inventory of AI tools and projects. This helps eliminate duplicate efforts and “siloed” projects. In fact, McKinsey notes that too many disconnected AI platforms or projects is a top obstacle to scaling AI.   • Sets policies and best practices: An AI council can develop company-wide guidelines on when and how to use AI, ensuring consistency. For instance, they might establish principles for responsible AI covering fairness, transparency, and accountability. They also can define which AI tools meet the company’s standards for security and compliance, serving as a clearinghouse to approve or reject new AI tool requests. This way, if an employee wants to use a new AI service, there’s a clear process to evaluate it against company policies before adoption.
  • Manages risk and compliance: With AI regulations emerging (varying by region and industry) and concerns like data privacy or biased outcomes, having a central group monitor these issues is invaluable. An AI committee ensures the company stays ahead of regulatory changes and that each AI application is assessed for potential risks (security vulnerabilities, legal implications, ethical dilemmas, etc.), pulling in the right experts to mitigate those risks. The advantage of a multi-disciplinary committee here is that each domain expert can spot different hazards – e.g., legal might flag an intellectual property issue while IT spots a cybersecurity concern, and together they ensure all bases are covered.

In practice, some organizations have a single AI governance committee overseeing everything, while large enterprises might establish multiple layers. For example, Salesforce formed both a high-level AI steering committee for big-picture strategy and a specialized AI council focused on implementation details like compliance and security checks. In any structure, the key is that AI governance is a team sport – with defined roles, regular communication, and collective accountability.

The Role of Leadership: CEO, Board, and C-Suite

Even with distributed roles, strong leadership from the top is crucial for AI success. Executive leadership must champion AI as a strategic priority and model the accountability around it. Here’s how various top leaders contribute to “owning” AI in the organization:

  • Chief Executive Officer (CEO) & Board of Directors: The CEO is ultimately responsible for the company’s strategy – and AI has become inseparable from strategy. CEOs need to ensure AI initiatives align with business objectives and to break down silos among departments. Often, this means the CEO convenes the key players (IT, data, business heads) and sets expectations that AI will be used to drive value across the enterprise. The Board, for its part, plays an oversight role: they set high-level goals for AI investment, ask management the tough questions about AI risks and benefits, and hold the executive team accountable for results. Increasingly, boards are recognizing that understanding AI’s impact is part of their fiduciary duty, similar to overseeing financial or cyber risks.
  • Chief Technology Officer (CTO) / Chief Information Officer (CIO): These tech leaders are naturally central to AI efforts. The CTO/CIO’s team often evaluates, implements, and integrates AI technologies – whether building solutions in-house or procuring vendors. They are best positioned to handle questions of architecture (e.g. ensuring AI systems fit with existing IT infrastructure), data pipelines, and cybersecurity around AI. However, as AI expands, CTOs/CIOs can’t operate in a vacuum; they must collaborate with other stakeholders to balance innovation with governance. (Notably, as AI becomes more specialized, some CTOs find it challenging to stay on top of AI advancements while juggling broader IT duties. This is one reason some companies are carving out a separate AI leadership role, as discussed below.)
  • Chief Data Officer (CDO): If your company has a CDO or equivalent, this role is critical. AI runs on data, so the CDO ensures quality data is available and governs how it’s used. They oversee data management, from sourcing and cleaning data to managing privacy, and they often lead efforts to measure AI’s impact. For instance, a CDO might define the metrics for AI success – whether it’s cost savings, revenue growth, or accuracy improvements – and track those to prove ROI. The CDO also makes sure data governance policies (like avoiding use of biased or non-compliant datasets) are followed before AI models are built. In essence, while the CTO provides the tools, the CDO provides the fuel (data) and the yardstick for AI initiatives.
  • Chief Strategy Officer (CSO) or Business Strategists: AI should serve business goals, not be an end in itself. A strategy leader identifies where AI can add the most value – be it improving customer experience, entering a new market, or optimizing operations This role prioritizes AI projects so the company isn’t doing AI for AI’s sake. They also ensure AI efforts stay aligned with the company’s mission and do not drift into pet projects that don’t drive outcomes. In some companies, this might be a Digital Transformation Officer or similar role rather than a CSO, but the function is the same: tie AI to business strategy.
  • Legal/Compliance and Ethics Officers (e.g., Chief Governance Officer in some firms): AI introduces legal and ethical considerations – from data privacy (think GDPR) to intellectual property, liability issues, and ethical use of algorithms. Having a senior leader responsible for AI ethics and compliance is increasingly important. Whether it’s a General Counsel, Chief Ethics Officer, or a designated Chief Governance Officer (CGO), this person (or team) creates policies for safe and ethical AI use. They review AI systems for regulatory compliance and ethical risks, addressing questions like: Are our AI models fair and non-discriminatory? Can we explain our AI decisions to regulators or customers? What happens if an AI makes a harmful error? This role becomes the conscience and brake pedal of AI deployment – ensuring enthusiasm doesn’t override caution. It’s worth noting that some companies embed these concerns into an AI committee rather than one person, but the responsibility must be clearly assigned either way.
  • Business Unit Leaders: Finally, the heads of various departments (from marketing to operations) also “own” AI in the sense that they are responsible for integrating AI into their domain. The CEO may set the mandate, but these leaders must execute on it. A sales director might pilot an AI lead-generation tool; a manufacturing VP might deploy AI for predictive maintenance on equipment. For AI to truly transform the enterprise, each department head should treat AI as a tool to improve their part of the business. They should work with the central AI team or committee to propose use cases, allocate budget, and train their staff on new AI-driven processes. When all executives take ownership in their realm, AI stops being a fringe experiment and becomes part of the company’s DNA.

Importantly, leadership in AI is not just about org charts and titles – it’s about knowledge and mindset. Companies succeeding with AI ensure that the people making decisions about AI deeply understand the technology. In other words, some of the “AI leaders” should also be “AI innovators” or power-users. If a committee or an executive is setting AI policy, it helps tremendously if they have first-hand experience with AI tools. This prevents disconnects between the governance and the reality of AI on the ground. An informed leadership will drive AI adoption that is both ambitious and realistic.

The Case for a Chief AI Officer (and Whether You Need One)

As AI becomes a top priority, a new question arises: should there be a single executive – a Chief AI Officer (CAIO) – who “owns” AI across the company? In the past year or two, we’ve seen a wave of companies announce CAIO appointments. For example, IBM, Dell, and Accenture are among the major firms that added Chief AI Officers to their C-suites. This trend reflects how crucial AI is perceived; having a dedicated AI exec sends a signal that “AI is as important as Finance or Technology or any traditional function.”

However, the practice is still emerging. A late-2024 Gartner survey of ~1,800 executives found that 54% of organizations had someone acting as the de facto AI leader, but in 88% of those cases the person didn’t actually have the title “Chief AI Officer”. In other words, many companies assign AI leadership to an existing role (like CIO, CDO, or VP of Analytics) rather than create a new C-title. So, is a CAIO right for you? Let’s weigh some pros and cons:

Pros of a Chief AI Officer:

  • Unified vision and strategy: A CAIO gives a single point of leadership for AI strategy, ensuring various AI projects and investments align under one vision. Instead of AI efforts scattered across departments with no central coordination, a CAIO can create a cohesive roadmap and prevent duplicated work. Having “one voice at the top” for AI leads to clarity and speed in execution. It also helps push through organizational inertia – a CAIO waking up every day thinking about AI will likely drive adoption faster than a committee that meets monthly.
  • Clear accountability: With one executive explicitly in charge of AI, it’s easier to hold someone responsible for AI outcomes. The CAIO can be the go-to person for the CEO and board on all AI matters, simplifying governance. Internally, product teams or business units know who to approach for AI initiatives and approvals.
  • Signal to external stakeholders: Elevating AI leadership to the C-suite sends a strong message to investors, partners, and regulators that your company is serious about AI. It demonstrates you’re investing in expertise to do AI right. Especially in industries where trust and compliance are critical (e.g. finance or healthcare), a CAIO can reassure stakeholders that a knowledgeable leader is overseeing responsible AI use.
  • Focus and expertise: Unlike a CTO who has to juggle many technologies, a CAIO is laser-focused on AI. This specialization means they stay on top of rapid AI developments and can better discern which emerging AI tools or research breakthroughs might benefit the business. They also tend to have a strong background in data science/AI, complementing the skills of other executives. As one expert noted, “very few CTOs have the core expertise in AI to keep up with frenetic advances…they balance dozens of tech priorities, preventing them from giving AI the attention it needs,” whereas a CAIO lives and breathes AI.
  • Data and compliance leadership: Often, CAIOs also take charge of enterprise data strategy (if there’s no separate CDO), given data is the lifeblood of AI. They can enforce data governance and quality standards across silos. Moreover, a good CAIO will champion ethical AI practices and compliance – essentially acting as an evangelist for responsible AI at the executive level.

Cons or Considerations:

  • Role overlap and turf wars: Introducing a CAIO can create ambiguity or tension with other leaders. A CTO might feel that AI development should fall under their domain and resist ceding authority. There can be questions like, “Does the CAIO own the AI tech stack, or the CTO? Who manages AI engineers?” Clearly defining boundaries (e.g. CAIO sets strategy, CTO handles implementation) is essential. Otherwise, you risk power struggles in the C-suite. Some organizations solve this by having the CAIO report to the CTO or to a Chief Data/Digital Officer, to emphasize collaboration rather than competition.
  • New role, learning curve: Because the CAIO is a relatively new position, its responsibilities might be blurry at first. Companies may struggle with where the CAIO’s authority begins and ends. In the early going, this can actually slow things down due to duplicated efforts or uncertainty (e.g. a project team might pause, unsure if they need CAIO approval). It takes thoughtful onboarding and role design to integrate a CAIO smoothly into existing governance. In smaller organizations, adding a CAIO might add bureaucracy without much benefit, especially if the CIO or others are perfectly capable of handling AI leadership.
  • AI for AI’s sake: One ironic pitfall is that a CAIO, eager to prove their value, might push AI solutions even where they aren’t truly needed. An independent AI department could start pursuing flashy AI projects that don’t align with core business needs, just to showcase AI capabilities. This risk can be mitigated by tying the CAIO’s success metrics to business outcomes (not number of AI projects). It’s a caution raised by industry analysts – a chief AI officer must avoid championing expensive, unnecessary AI initiatives that exist only to justify the role.
  • Resource and talent constraints: Not every company has the scale or budget to justify a CAIO. Moreover, finding an executive with the right blend of technical AI knowledge, business acumen, and leadership skill is non-trivial. Some companies may prefer to invest in building a strong AI team under an existing leader rather than create a new executive role they might struggle to fill.

In summary, the CAIO concept underscores that someone needs to be driving AI at a high level, but that person could be a new hire or an existing executive wearing an “AI hat.” Many firms will continue to rely on an “AI champion” who might be titled Head of AI, VP of Data Science, or just an enlightened CIO/CDO, rather than formally creating a CAIO role. What matters most is not the title, but that your organization has clear leadership and ownership for AI strategy. Whether via a CAIO or not, ensure there is a high-level owner who can unify vision, enforce governance, and act as the point person for AI opportunities and risks.

AI Centers of Excellence and Federated Ownership

Another model that complements or sometimes replaces a singular AI leader is the AI Center of Excellence (CoE) or AI hub team. This is essentially an in-house team of AI experts who act as consultants and enablers for the rest of the organization. Rather than one person “owning” AI, the CoE approach creates a central resource pool and knowledge base for AI. Here’s how it works and why it’s useful:

  • Expert support for departments: An AI CoE can consist of data scientists, AI engineers, and project managers who help business units implement AI solutions. For example, if the marketing team wants to experiment with an AI-driven personalization tool, the CoE can provide technical experts to assist with model selection, integration, and best practices. This way, each department doesn’t need to hire its own AI specialists from scratch – the expertise is centralized and shared. Credera’s 2025 report notes that Centers of Excellence should focus on enabling departments to leverage AI, rather than acting as gatekeepers. The CoE can develop reusable assets like approved model frameworks, code libraries, or vendor assessments that accelerate projects across the company.

The CoE can establish coding standards for AI models, data governance protocols, and evaluation metrics that apply company-wide.   • Innovation sandbox: A CoE often runs pilot projects or proofs-of-concept for emerging AI tech. They also often maintain an AI knowledge repository and internal training programs to upskill other teams.

For instance, the AI committee might set the policy that all high-risk AI projects need an ethics review; the CoE could be the ones performing those technical ethics evaluations (checking for bias, etc.) and reporting back. Centers of Excellence are a way to distribute AI ownership in a federated manner. Business units “own” the AI use cases relevant to them, but the CoE owns the underlying support and standards. This hybrid approach often strikes a balance between centralized control and decentralized innovation. It prevents the bottleneck of one small team controlling all AI, while still avoiding a free-for-all where every team does AI in completely different, possibly conflicting ways.

Empowering AI Users at All Levels

When asking “who owns AI,” we should remember that true ownership also happens at the ground level – with the employees who use AI day to day. In a very real sense, every employee who uses AI responsibly contributes to ‘owning’ AI in the organization. That’s why creating an AI-aware culture is so important.

Consider segmenting the organization into three overlapping groups when it comes to AI roles:

  • AI Users: These are most employees. As AI features get built into everyday tools (Microsoft Office with Copilot, CRM systems with AI assistants, etc.), nearly everyone will interact with AI in their workflow. It’s crucial that all staff have at least a foundational understanding of AI – knowing its capabilities and limitations. Owning AI here means people feel comfortable using AI tools and are mindful of policies (for example, not pasting confidential text into ChatGPT if that’s against company rules). Companies leading in adoption are investing heavily in AI training and literacy programs for all employees. The payoff is a workforce that can take initiative in applying AI to improve their work, rather than waiting for instructions.
  • AI Innovators/Champions: These are power users or early adopters who experiment with new AI technologies and pilot them within the company. They might be formally part of the AI CoE or committee, or they could just be tech-savvy volunteers within each department. Identifying and empowering these innovators is immensely valuable. They serve as the bridge between the central AI team and the rest of the employees, often acting as trainers or support for their colleagues. For instance, an “AI champion” in the finance department might try out a new AI forecasting tool, prove its value, then help roll it out to the whole finance team. In many companies, these folks come together as an AI Council or community of practice, sharing learnings from their experiments. They help propagate AI knowledge horizontally through the organization. Encouraging this kind of grassroots ownership – with recognition and possibly extra resources for innovators – accelerates adoption.
  • AI Leaders (Decision-Makers): We’ve discussed C-suite roles and committees as formal AI leaders. But this category can be broader – it includes anyone who has to make policy or procurement decisions about AI. It could be a business manager deciding which AI vendor to use for a project, or a compliance officer drafting AI usage guidelines. These “AI leaders” need to be conversant in AI topics so they can make informed decisions. In smaller companies, one person might wear multiple hats (the same individual could be an AI champion and the policy-maker). What’s vital is that those in charge of approving AI projects or setting rules have hands-on knowledge. As the saying goes, the people setting the rules for AI should themselves use AI. This is echoed in guidance that some AI leaders must also be AI innovators – they need direct experience to truly understand the implications of their decisions.

Empowering these groups means the organization as a whole takes ownership of AI. It’s not a scenario where employees say “AI is someone else’s problem” – instead, everyone from top executives to frontline staff feels a degree of responsibility. Of course, this comes with proper training, support, and communication from leadership. Leaders should clearly communicate the AI vision and policies, provide tools and training (perhaps an internal AI academy or resource center), and set boundaries so employees know where creative use of AI is encouraged versus what’s off-limits (e.g., data privacy guidelines).

Cultivating a company-wide AI culture also helps surface opportunities and concerns that higher-ups might miss. An employee might discover a novel way to save time with AI in their niche task – and that idea can scale to others. Conversely, an employee might notice an AI tool making odd or biased decisions, and raise a flag. In a culture of shared ownership, such feedback is welcomed and acted upon, rather than everyone assuming “the AI team must have it under control.”

Clarity prevents the scenario of “everyone thought someone else was handling it” – a common downfall when responsibilities are murky.
  • Shared Vision and Communication: The organization develops a shared vision of what AI is supposed to achieve (better customer service, more efficient processes, innovation in products, etc.). Leaders frequently communicate this vision and update the company on AI initiatives’ progress. This ensures alignment – everyone knows why the company is investing in AI and how it benefits the business and their own work. With alignment comes a sense of shared mission rather than fear or resistance.
  • Empowerment with Accountability: Employees at all levels are encouraged to contribute ideas for AI use and to experiment (within safe bounds). This bottom-up engagement is paired with top-down oversight. For example, a team might be encouraged to automate a workflow with AI, but they also know to loop in the AI governance team to vet the solution. Accountability is maintained without stifling initiative.

In a phrase, one might say “everyone owns AI, but no one owns it alone.” The era of treating AI as a niche project that you can delegate entirely to the IT department is over. AI’s impact on business is as broad as the impact of computers or the internet – it touches everything, so ownership must be woven into the fabric of the whole company. As one strategy report succinctly put it, the CEO and board might spearhead AI adoption, “but all departments and executives need to take responsibility for integrating AI into current operations.”

Companies that embrace this collaborative ownership model are positioning themselves to ride the AI wave effectively. By combining technical excellence with business acumen, ethical oversight, and an engaged workforce, they ensure AI initiatives deliver real value and avoid pitfalls. Those that don’t assign clear ownership – or that isolate AI from the rest of the organization – risk missed opportunities, project failures, or even reputational damage.
